Allow Vault secret usage when building

Currently Vault secrets are used only at deployment phase, but those would be beneficial also at the build stage if burning in settings to images.

Vault is also possible to be used more as configuration tool in addition to pure secrets, so values can be also seen (with logging) from Vault.
