Check packaged stdio probes through native Codex loading - #11

The SDK test harness expands configuration and launches servers itself, so it cannot catch disagreements with a real plugin loader. Add a pinned Codex smoke test on Ubuntu and Windows that installs unchanged Core and reporting plugins, calls the existing stdio tools, and records their observations through the installed reporter. Require the covered Core results to pass and preserve the JSON report and client diagnostics. The test uses app-server operations without a model turn or API key; it does not claim to verify agent execution of the guiding skill.

The existing SDK harness expands configuration and launches the probes itself, so it cannot detect disagreements with a native plugin loader. Add a Codex 0.155.1 smoke test on Ubuntu and Windows that installs the unchanged Core and reporting plugins, calls the four stdio probes, and writes their observations through the installed reporting script. CI requires the covered Core results to pass and retains the normal JSON report and client diagnostics.
The test uses local app-server operations without an API key or model turn. It verifies native installation, MCP calls, and reporting; it does not exercise an agent following the guiding skill. There are no new fixtures, report fields, or package dependencies.
Validation: all six CI jobs pass, including native Codex on Ubuntu and Windows and the existing Node 22/24 checks. Both saved native reports contain the four stdio observations and all 15 covered results pass. Local macOS execution also passed; a scratch fixture with an incorrect working directory produced a failing report and exit status 1.
