Consolidates open Renovate updates and upgrades Swan from the Swift 6.3 development snapshot to Swift 6.4.0, the latest stable release. Updates pnpm and TypeScript, Swift packages, GitHub Actions, and matching standard/embedded WASM SDKs; both WASM targets use JavaScriptKit's ahead-of-time BridgeJS generation. Official Windows x64/ARM64 installers and the matching WASM SDK were verified; Swift 6.4.0 supersedes the earlier Swift 6.3.0 proposal in #108. Windows CI uses the runner's short temp path to avoid SwiftPM artifact-lock path-length errors. Native Windows manifests exclude JavaScriptKit's WASM-only command plugin, which does not currently compile on Windows.
