Add Network Admin row actions for presence-api #485

Description

@josephfusco

wp_presence_plugin_action_links() only registers plugin_action_links_{file}, not network_admin_plugin_action_links_{file}, so a network-activated install shows no presence-api links on the Network Admin Plugins screen at all.

No test file covers this yet. tests/test-plugin-action-links.php is the model to follow for the single-site link: one test per link asserting its href and label, plus one confirming the filter is registered for this plugin's file.

Tasks

  • Register network_admin_plugin_action_links_ + plugin_basename( __FILE__ )
  • Add a Network Online Users link (network/users.php?presence_status=online)
  • Add a Network Settings link (network/settings.php)
  • Add tests/test-network-plugin-action-links.php, covering both links and the filter registration

Test

npx wp-env start, network-activate the plugin, and check its row on wp-admin/network/plugins.php for both links.

Part of #483.
