Surface more features as plugin row action links #483

wp_presence_plugin_action_links() (presence-api.php:292) adds one row action, "View Online Users", on the Plugins screen. #146 framed that as discoverability for this feature plugin's development phase, not a core-bound feature, since core has no plugin row to carry it. Once this merges into core, the row disappears and these links go with it.

The goal is surfacing features someone could otherwise miss, like the recording toggle from #400 and #441: a single field on Settings > General with nothing pointing to it. Multisite has the bigger gap. Only plugin_action_links_{file} is registered, not network_admin_plugin_action_links_{file}, so a network-activated install shows no presence-api links on the Network Admin Plugins screen, and its Settings toggle and Online Users view are just as hidden there.
