Add OOReporter deployment and guarded upgrade tooling

Summary

• add externally signed fresh deployment scripts for OOReporter and PolymarketOOReporter
• add guarded EOA and Safe workflows for upgrading an existing reporter proxy, including resumable implementation reuse
• pin the reporter, Managed OO, requester-module proxy and requester-module implementation before execution
• chunk event-log discovery for RPC compatibility and preserve the complete registered-request snapshot
• add rerunnable live post-upgrade verification and document Managed OO version compatibility

Validation

• reporter package: 57 tests passed
• root suite: 82 unit and 15 Polygon fork tests passed
• Tenderly VNet EOA simulation, implementation-reuse preparation, and live post-upgrade verification passed
• PolymarketOOReporter runtime: 15,856 bytes
• CI-version formatting and git diff --check pass
