There are 5 open high-severity Dependabot alerts for fast-uri in message-segment-calculator (host confusion/path traversal in URI parsing). This PR only bumps to 3.1.2, closing 2 of the 5. Recommend we skip it and bump straight to 3.1.5 instead — closes all 5 alerts at once, no breaking changes, dev-only dependency.

Bumps the transitive development dependency fast-uri from 3.1.0 to 3.1.5 in package-lock.json only. package.json remains unchanged.\n\nThis supersedes the original 3.1.2 bump and addresses all five open high-severity fast-uri advisories identified in review.\n\nVerification:\n- npm ci\n- npm run check (667 tests passed)\n- npm run release\n- npm audit no longer reports fast-uri\n\nOther existing audit findings are outside the scope of this dependency update.
