Progress toward #566 #569 #570 #572 and parent #564.

• Add source-scoped rights matrix for CWN/WWN SRDs; explicitly withhold reuse claims for SWN/AWN and protected full-book content.
• Document NoöPunk original PSI/psychotronic, BCI, Blackwall, cross-domain and NHI/AGI constraints without changing approved dice.
• Give the already-existing deterministic/offline scenario harness an explicit CI gate.

Incomplete / not claimed: #566 requires author resolution on A/B scope and dice; #569 needs full-tree expression audit and new enforceable import guard; #570 needs legacy Helsinki/UNSA and opposed-path coverage audit; #572 requires the design decision before runtime migration. Do not close these issues based on this PR alone.

Validation: CI required; local tests not executed in this GitHub connector session.
