Weekly sync from the private repository (weeks 35-39). The first sync since week 34, so it covers five weeks of changes.

Changes

• maildev fix (PCP-24924): pins maildev/maildev to 3.0.0-rc.1 in the on-prem CP, tp-cp and ARO recipes. :latest now resolves to 3.0.0, which no longer serves GET /, so the chart's probes fail and on-prem CP installs hang for 1h on helm --wait.
• Control Plane capabilities: adds tibco-cp-mft and tibco-cp-sb (Spring Boot) to on-prem CP deployment; adds the missing containerRegistry credentials for tibco-cp-ai-agent; removes the workaround that disabled the AI agent on Gateway API clusters.
• Database: Oracle DB support for the on-prem provisioner, plus a CP DB engine selector (global.external.db_type).
• On-prem flow: DNS setup now runs before CP on every path; option menus no longer spin forever; uses the 1.20 chart versions.
• Infra charts: cert-manager, external-dns 1.22.0 (and an annotation fix), aws-load-balancer-controller 3.5.0, and a cleanup fix when a gateway is used.
• Runtime image: ships kubectl 1.35 and moves the default off EOL 1.33.
• Automation (tp-setup bootstrap): CP 1.21 UI updates (Fresco data plane wizards, EMS registration, o11y) and EMS capability provisioning through the tibcop CLI, plus a range of reliability fixes with new unit tests.
