Verified 2026-09-07: the same calls answer 200 from a laptop and from OpenCheck's own production host, so lookups are unaffected. The degradation is still reported rather than suppressed — the sweep is saying it could not ask, not that EITI reported nothing.
• eiti_soe — eiti-database.eiti.org resolves to the same Cloudflare IPs as eiti.org and returns the same HTTP 403 to the CI runner, so the payment query is never exercised here (26 rows for this subject when the query is run from anywhere else, verified 2026-09-07).
