Leaving this here as a draft PR just for...I guess accountability purposes. Just to make sure that I finish this, because it's pending.

My overall goal is to eliminate dependence on Bootstrap, and then consolidate all the CSS properties so that

  1. they can all...like...actually be understood and worked on by a human being...
  2. the website can have a consistent styling across all pages. Besides making it easier to work on (which I REALLY gotta, it's overdue), cleaner code will make a cleaner UI.

Without this rework, I just can't see myself willingly working with what's presently there. There's a lot of stuff to clean up and get in order.

I'm very tired at the time of posting, so I'll just let the commits speak for themselves in more detail.

Bootstrap references have been removed, and relevant CSS that applies to a large-screen desktop viewport has been added such that there is one-to-one visual parity for the front page. @media has not yet been accounted for. JS has not been implemented yet.
Replaced JavaScript for dropdown menus, as well as styling them. Next up is accounting for other pages besides the front page, and then doing checks for mobile browsers.
Happy Halloween. What's that thing Naoki Yoshida said...oh yeah, NIGHTMARE
Did responsive styling for mobile
Navbar has unfortunately lost its animation, I suspect it's JS-driven
The locale dropdown gets this massive style property out of nowhere. I am deeply disturbed. Will exorcise it...later...
Have not gotten terribly deep into the login and signup pages. Will have to check those though, looks like there's more frigging JavaScript

Bootstrap is truly terrifying. How much fluff is getting silently imported? How many properties we can't change ourselves, how many frigging classes after classes need to be added just for basic layout elements to work. It's truly a nightmare. That's why this consolidation effort is so badly needed. This website needs better foundations, BADLY.
Probably approaching completion. Most pages are done. I've already begun making aesthetic tweaks, they're a bit arbitrary. Form elements are just devils, aren't they. Sign-up pages may simply be improvised. Quite a bit more JavaScript will need to be re-implemented.
