[FEATURE] Observability analysis with island detection and sensor placement recommendation for State Estimation

Describe the feature request

As a direct follow up to #84, a full observability analysis over a partial observable network is considered done when the following two, among others are met:

• Observability island detection
• Sensor placement recommendation

As a first step, #1450 is laying the foundation for the formulation of islands. The potential sensor placement is then a natural by-product from this process to recommend to the users to make the partial observable network a full one.
