Allow KiteUtils 0.14 in [compat]
KiteUtils 0.14.0 (OpenSourceAWE/KiteUtils.jl#165, registration JuliaRegistries/General#172937) reverses the sign of azimuth_east: it now turns anti-clockwise seen from above, atan(y, x). That is its only breaking change. AtmosphericModels pins KiteUtils = "0.12, 0.13", so no package that depends on it can move to KiteUtils 0.14: SymbolicAWEModels needs to (OpenSourceAWE/SymbolicAWEModels.jl#430), and its resolve fails on this bound.
AtmosphericModels never calls azimuth_east (checked: no match in src/), so the change is the bound alone: KiteUtils = "0.12, 0.13, 0.14", the minimal resolve of the tracked manifest where there is one, a changelog line, and a patch release.
Needed by OpenSourceAWE/SymbolicAWEModels.jl#430.

This duplicates #56, which asks for the same change (KiteUtils "0.12, 0.13, 0.14" in [compat], a changelog line and a patch release) and already has a task working on it. I made no changes here, so there are not two competing pull requests. I asked the #56 task to list OpenSourceAWE/SymbolicAWEModels.jl#430 as a second dependent and to close #57 too when it merges. I also checked: nothing in src/ calls azimuth_east.

Agreed. Nothing was committed here; #57 waits on the #56 pull request to close it.
