feat: one-step human admit on authoring compile - #50

compile still returns needs_human_admit and never VERIFIED. admit accepts a missing, empty, ok, yes, y, enter, or true confirm and calls session.admit. Missing Flow admit fails closed. The human does not fill schema, authority, effect, environment, or digest.
