Distinguish Kubernetes membership from the physical fleet and agent placement from backend inference placement. Require evidence of available integrations and network reachability, and describe BCM inventory correlation without expanding tool permissions.

This helps for when the BCM module isn't enabled but services that are invisible to it are calling out GPU nodes outside of the k8s clusters
