Mujoco Simulation Setup

Opening just to track (@ndunkelb-nasa @jsgraf-jsc)

Tracking the changes from NASA-JSC-Robotics/wilbur#3 for getting wilbur integrated with the mujoco sim.

Launched the sim with:

# Brings up wilbur in mujoco
ros2 launch wilbur_mujoco_config wilbur_mujoco.launch.py include_ur:=false

# For teleop
ros2 run wilbur_deploy keyboard_joy.py

This has been lingering for a bit but just brought it up to date to test NASA-JSC-Robotics/wilbur#6. Seems like it's worth merging down?
