Unique per-job artifact names are required after upload-artifact v4, which is why 1.0.9 never reached PyPI. Enable CPython prereleases and Dependabot so new Python versions land with cibuildwheel updates. Co-authored-by: Cursor <cursoragent@cursor.com>
