Fill the v1.1 template's SECURITY_ADVISORY_FORM_LINK placeholder with this repository's advisory form rather than Open-Source-Office's, matching Open-Source-Office#139 and the other adopters (cardano-ledger, cardano-base, ouroboros-consensus, plutus, cardano-addresses). Also fix a 'publises' -> 'publishes' typo and reword the changelog fragment in past tense.

Context
This PR updates the repository's SECURITY.md file to align with the org-standard version maintained in the IntersectMBO/Open-Source-Office repository. The previous security policy was out of date and lacked clear guidelines on the vulnerability handling workflow, reporting pathways, validation timelines, and disclosure steps.
Fixes issue #1233 .

This is a documentation-only update. The contents completely mirror the standard policy framework adopted across Intersect projects. No functional code is impacted.
