chore: Workflowy organizacji na runnerach self-hosted - #8

GitHub-hosted minutes for the private repos are used up, so every reusable workflow (PR format, issue format, release notes, delete merged branch, Discord notifications) now runs on [self-hosted, hackathon]. PR format skips pull requests from forks, so nobody outside the org gets a job on our runners. None of the jobs checks out code.
