Related to feedback from data provider, see GSA/data.gov#6319

This adds better examples and clarity on how to fill out the datasetSeries. It also updates the transformation from 1.1 to 3.0 to include isPartOf and datasetSeries mapping so that compliant objects are built and the relationships maintained in the 3.0 way.

Also downgraded the first and last fields to Optional. seriesMember is the typical way to include datasets within a datasetSeries, and we want the documentation to reflect that.

This will not close the ticket; final step is to update documentation on https://resources.data.gov/resources/dcat-us-3-migration/ to reflect the transition from isPartOf to datasetSeries.

Provide mapping for isPartOf to datasetSeries definition in 1.1 to 3.0 conversion.
Update examples to include distributions.
Downgrade first and last to Optional instead of recommended

Generally looks good to me, I didn't see any addition for a dataset with multiple distributions like I read about in the linked issue. If we have good documentation that didnt need an update we are all good I just want to make sure an example exists.
