docs: make the Chinese README the default - #1

- README.md is now the full Simplified Chinese README (shown on the repo home page); the English README moves to README.en.md. - README.zh-CN.md becomes a redirect to README.md so existing links work. - Language switch in both: [简体中文](./README.md) | [English](./README.en.md). - AGENTS.md rule 3 describes the Chinese-first layout; the README Quality workflow also triggers on README.en.md. Follows the shared standard in Dream22180971/dream22180971, where Chinese-first is now the default README layout.
