CMP-4600: Update compliance-operator-openscap-dev digest to cc7aa14

Re-lands the openscap digest bump from the Konflux nudge #1349, which GitHub auto-marked as merged without merging anything: mintmaker's conflict handling force-pushed the nudge branch to master's own head, GitHub saw head⊆base and closed the PR as merged (18:03Z), and master still carries the stale cdfca85c pin. This is the post-#1348 openscap build — the first one whose push pipeline applies the :master branch tag (CMP-4600).

One line in bundle-hack/update_csv.go, same content the nudge carried.
