[Bug] List of default recommended licenses is not appearing in Research Outputs template creator view #1075

   The query returns them for me if I narrow the search down with a filter. The max limit for the pagination is 100 items.

   We may need to increase the max pagination limit for this query (I can't recall what it looks like when the user searches for others).

   You can call the query that returns the recommended ones separately as well:

   @bofstein and @briri this may be a backend issue. When I go into Apollo Explorer on Dev server, and query for licenses I get the following result, which does not include any recommended:
