fix: pass strict as a keyword argument in FSDPLoadPlanner

Pass strict explicitly as a keyword argument to DefaultLoadPlanner.

Previously, strict was passed positionally and was interpreted as
flatten_state_dict, leaving strict=True regardless of the value
provided to FSDPLoadPlanner.
