When HTTP SendVotesToAllServers has materialized all target reward rows but this deletion encounters a transient SQL or JSON failure, the void removeOnlineVote call silently leaves the owner cached. Because the owner is already rewardDelivered=true, periodic broadcast recovery skips this non-broadcast row, while its synthetic __vp_reward_target__ delivery IDs remain and hasPendingCachedHttpDeliveries() treats them as pending; a method or endpoint change then retains HTTP until the voter logs in or the cache expires. Check the deletion result and schedule cleanup, or clear the synthetic IDs after materialization.

When Control disables bungee mode while PLUGINMESSAGING is active, BackendControlConnector invokes this validation method directly on its worker, and this call synchronously reaches PluginMessagingBackendProxyTransport.send(). The manager's separate plugin-message handoff path explicitly schedules sends on the primary thread because the plugin-messaging API requires that context; sending the final backendStopped envelope here can therefore perform unsafe Bukkit access or throw, preventing the Control disable from completing. Schedule only this presence interaction on Bukkit before continuing preparation on the worker.

When an ACK-capable multi-proxy vote reaches this line during a MySQL cache outage, local vote-party, totals, and backend reward work has already completed, but addTimeVoteToCache() removes the row after a failed SQL insert and provides no JSON fallback. The remaining forwarding phase exists only in liveVoteRetries; final-shutdown settlement retains online/server reward states but not this unsaved timed outbox, so after its bounded retries it tears down and permanently loses the vote for remote proxies. Fresh evidence beyond the resolved final-shutdown finding is this new ACK outbox path, which is neither durably quarantined nor included in shutdown retention when its initial timed-cache insert fails.
