Both create flows: ruleset #2+ can start after N cycles of the previous ruleset or on a date (absolute
mustStartAtOrAfter, snapped byJBRulesets.deriveStartFrom; N=1 still encodes 0). Launch is blocked when a launch-queued stage would start sooner than the JBDeadline approval deadline, which the hook rejects silently.Both queue editors (Edit rules on an existing project) get the same: follow-on rulesets with the Starts control, anchored on the live parent ruleset the queue is based on, plus the Afterwards choice in jbm and the deadline gate on both.
