Issue Description

Fixes issue #1744
-Banned terminology should be changed to Ineligible

Changes

  • Changed the UI data to match Banned to Ineligible and Unbanned to Eligible.
  • Created a conditional to reformat data from HTML ( ban/unban ) to ineligible and eligible.

Testing

  • inspected through the UI and code.
  • run tests all passed

This change looks good. Since the UI wording is now eligible/ineligible.
