WHR changes

FW uses a custom system of WHR based on hard coded values. These values are the following:

Rank color	WHR
Rainbow star	Developer
Purple	≥2900
Blue	2600-2899
Silver	2300-2599
Gold	2000-2299
Bronze	1700 - 1999
Red	1400 - 1699
Dark Red	1100 - 1399
Grey	Under 1100

This is supposed to give players more information on player skills, though since WHR is not implemented in Future Wars at the moment, this serves no real informational purpose.
