27 States missing from gage meta-data

After saving the gage-meta data to a BigQuery table there seem to be only 23 states present. That means 27 states have no meta-data in the table despite all states clearly having some USGS gages. There are 5431 rows but I think there should be over 9k in total so clearly some basins area missing. This should be investigated and additional basins written into the meta-data table for bq...
