Minor fixes

• Make the "Step 1: Create Automatic Views" button enabled even without any filter (and disable the "Create New View" button in such cases)
• The "Import from other Lists/Mappings" button is not part of the button group.
• Make the alignment and margins of buttons and containers on the page more consistent (e.g., the list of publications is not centered on screen).
