Developer functions for grabbing votium data for v2 contracts

Please note this is a work-in-progress, and will continue to be updated as Convex migrates from snapshot to L2 voting.

Setting up

rename .config.json.example to .config.json, and replace public RPCs if desired

rename .storageConfig.js.example to .storageConfig.js and edit accordingly
