CLI task to set github token file / options

When setting up the joomla web page for PR testing all is done with PHP call. Git retrieve code .. and install patch tester. Now i want to set the github token by external cli command and set the option advanced option

CLI interface to set the github token and the advanced token

I programmed a CLI plugin for the Patch Tester. It may need a bit of adjustment though.

Supported commands:

• patchtester:config -> List all configuration variables
• patchtester:config:get <> -> Display value of selected parameter in configuration
• patchtester:config:set -> Sets the value of selected parameter name in configuration
