This is a specification for a game engine. These documents are not specific to any programming language or platform.
While function definitions in this specification are typically written in camelCase, this depends on the programming language and its code guidelines. (Let's say, if someone were to implement the specification in C# or Delphi, it's definitely ok and even recommended to have the function definitions in PascalCase.)
