feat(chat): show accepted steering messages immediately
Project host-accepted queue messages into FlowChat before the formal
user turn starts, using the ordinary user-message appearance.
Preserve virtual row identity through canonical turn adoption, hide
queue rows only while a transcript owns them, and restore recovery
controls when handoff is blocked. Scope previews to device activation
and host queue epoch, with fallback for older hosts.
Add optional display receipts, compatibility and reconciliation tests,
and focused verification guidance. Keep history ownership and runtime
execution order unchanged.
